Resolved! M.2 and can't remove security freeze

I recently rebuilt an old computer using the same parts it had before. But the m.2 appears to be suffing from a security freeze. I can't wipe it or even get the system to recognize it as a drive. ​its an intel 660p 1tb m.2.

I have installed the above drive but getting really slow speeds compared to the original SSD. The instructions to ugrade firmware fro Majave don't work as disk utility will not load the iso.What else can I do to get the expected speeds?
