Intel SSD 80-G2 poor burst rate?

What could be causing such a low burst rate?

AHCI ich10R on windows 7. Flashed firmware before installing OS to 2CV102HD. I did notice this in HD Tune:

ATA/ATAPI-0 - SATA II

Supported: UDMA Mode 6 (Ultra ATA/133)Active: UDMA Mode 6 (Ultra ATA/133)
