What happens when an SSD does not receive the power it asks for?

This question is a follow-on to "Does the 730 SSD use 12V power?."

What happens when an Intel SSD does not receive all the power it would like? For example, a 730 has a maximum use of 5W/5.5W for 5V/12V, so what happens if less is supplied? Does the SSD generate errors, does it not complete the I/O, or is it like processors with a turbo, it simply runs a little slower?

It will fail to initialize, and you might get a warning/error from a properly coded operating system.
