Intermittent issues like these are the worst to debug...
Did you perform a Secure Erase of the SSD before the fresh install?
Does running storage benchmarks generate these problems?

One of the things I tried was installing my OS on another hard drive, Secure Erasing the SSD, and then reinstalling the OS back onto the SSD. Still had random hanging under Windows 7.
I tried running several diagnostic/benchmark tools, and none of them generated any sort of error.

If you are overclocking you could try ease up a bit.
You could try test your RAM, I've seen flakey RAM behave like that.
Run the Full DIagnostic Scan from the Intel SSD Toolbox.

I'm not overclocking. I've tested the RAM, and it's ok. I've also run a diagnostic with the Toolbox, with no errors.
