This is most likely a BIOS issue. You're probably only getting two PCIe lanes assigned. Check if there is an updated BIOS release available.

In addition to checking Bios, please download and run Intel SSD Toolbox. https://www.intel.com/content/www/us/en/support/articles/000005941/mini-pcs/intel-compute-sticks.htm... . Check the SSD firmware update.

I appreciate the responses, everyone!
I had a feeling the bios version might be an issue. I was going to bring that up but the initial post only limits you to 255 characters so I had to shorten it quite a bit.
My BIOS version is an older one since I am on Threadripper and my settings are perfect, and BIOS versions rarely "need" to be updated unless you're already having an issue. This would technically be my first issue regarding the BIOS. On my board, I have a Dimm.2 which already has a Samsung 970 Evo on it that the 660p is also connected to. The Samsung's read/writes are as they should be (3500-3600). So if the BIOS were the issue, the Samsung would also share this 50% cut in speeds.
I would paste the entire SSU report but it says the post becomes too long. I have a good amount of hardware for the scan to recognize and report on.
