Have you enabled write-back cache in RST? And you can try in device manager > under disk drivers > your array > properties > policy > check Turn off windows write-back buffer flushing on the device.
But the X25-M only has a 70MB/s per SSD sequential write speed so your looking at a max of 140MB/s for write speeds which is more or less what your getting.
