I could've sworn windows 7 used to report the drive had a total capacity of 149GB, but it now says 148GB? Am I going crazy?

I do show capacity as precisely 159,934,050,304 bytes (148 GB) as well.

I haven't tracked if firmware updates or Windows Updates or anything may have altered that over time though.

You are missing almost exactly 100 MB because by default Windows 7 creates a system reserved partition of this size on a boot disk that was not formatted prior to the first install. It will do this with any fresh drive regardless of whether it is an SSD or mechanical. I'm running my 160 GB as a secondary with 160,038,097,904 bytes capacity and if you do the math the difference between your number is 99.9992 MB but we'll call it a round 100 MB : )
